Preheat oven to 180°C and line a baking tray with parchment paper.
Add oats, almond flour, cocoa powder, baking powder, and salt to a bowl.
Stir chia gel, maple syrup, coconut oil, almond milk, and vanilla extract separately.
Combine wet mixture with dry ingredients until dough forms.
Fold chocolate chips evenly through the dough.
Scoop dough, shape into cookies, and place on tray.
Bake for 12–15 minutes until set.
Cool slightly before serving.
